The Special Education Decoder System is a tool to help parents and educators understand where test scores lie across the normal distribution, or bell curve. The Special Education Decoder System does not perform test analyses, determine handicapping condition or determine eligibility for services; these decisions are made by school personnel and other professionals. The Special Education Decoder System does not represent legal advice.

WHO IS THIS PROGRAM FOR?

This program is for parents and educators, attorneys, special education advocates and others who are familiar with testing terms and psychometrics and who wish to better explore and explain test scores in an easier way than ever before. Keep in mind that even though the program greatly helps define needs and strengths, the program does NOT analyze the data. That is a task for the team of professionals and parents. Even with experience, you may still require the assistance of other professional personnel to help you understand the full meaning of the test results. This program will, however, make that process much easier.

WHO THIS PROGRAM IS NOT FOR…

Keeping in mind that the program does not do the analyses for you, you will have to decide if you have a sufficient background and understanding of tests and the associated terms used in explaining test scores such as standard scores, percentile ranks and scaled scores. As noted above, you may require the assistance of a professional to help you understand the full meaning of the test results.
